Have an environmental or social issue related to CEU implementing projects?

The CEU will assist in providing an adequate response to your grievances in a timely manner.

What is the CEU Grievance Protocol?

The CEU designed the Grievance Redress Mechanism to offer stakeholders a direct way to raise environmental and social concerns related to all projects, programs, and services implemented or managed by the Central Execution Unit. The GRM protocol serves as a platform for inclusive dialogue and is in full compliance with the WB Environmental and Social Standards and IDB Environment and Social Policy Framework.

Who can file a Grievance?

Anyone—either individually or as part of a group—who has concerns about the environmental or social impacts of loan funded projects can submit a grievance. The protocol accommodates submissions in any language spoken across Belize and accepts a variety of formats.

How to file a Grievance?

Grievances can be submitted through the following channels:

  • CEU Grievance Form available on website for electronic submission.
  • Obtain a printed Grievance Form from HQ-Belmopan office for submission in HQ Grievance mailbox.
  • Email to CEU project staff or official Grievance e-mailbox: grievance@ceu.mof.gov.bz
  • Telephone calls to official grievance landline: +501 822-4106

The Grievance Protocol offers the option to keep submissions confidential.

When is a Grievance Applicable?

Next, we assess whether the grievance is applicable by analysing the following criteria:

(i) The concern involves a project implemented by the CEU- funded by IDB, World Bank or other development partners that is either in preparation, approved, or under execution or closed for less than 12 months.

(ii) The issue raised pertains to an environmental and/or social concern.

Grievance Protocol Steps

Intake/Register

Once the grievance is received through one or more of the available submission channels, it is recorded in our system.

Applicability

Next, we assess whether the grievance is applicable by analysing the following criteria:

  • The concern involves a loan-financed operation implemented by the CEU that is either in preparation, approved, or under execution or closed for less than 12 months.

  • The issue raised pertains to an environmental and/or social concern.

Assessment and response

Subsequently, an investigation is carried out to collect further factual details regarding the grievance. A dialogue is then established between the complainant and the executing agency to seek resolution, which may lead to the development of an action plan for implementation by the executing agency.

Monitoring and closure

The CEU closely monitors the execution of agreed actions, ensuring reporting and follow-up. Once the action plan has been implemented and concerns resolved, the case is formally closed.
