The Ministry of Finance of Belize is mandated to prepare, monitor, and execute the national budget to support the implementation of government projects and initiatives. Budget management is crucial for ensuring that the country’s financial resources are utilized effectively to support national development goals. Key components include:
- Budget Preparation: Developing the national budget through a collaborative process that involves various government ministries, ensuring alignment with strategic priorities.
- Resource Allocation: Distributing funds to sectors such as health, education, and infrastructure based on national priorities and economic needs.
- Monitoring Expenditures: Tracking actual expenditures against the approved budget to prevent overspending and identify any discrepancies, ensuring fiscal discipline.
- Reporting: Preparing financial reports that provide transparency and accountability to the government and citizens, outlining how funds are being utilized.
- Revisions and Adjustments: Making necessary adjustments to the budget in response to changing economic conditions or unexpected challenges, ensuring flexibility in financial planning.
Overall, effective budget management in Belize’s Ministry of Finance is vital for promoting economic stability, improving public services, and ensuring responsible governance.
Medium Term Budgeting and Planning
The Ministry of Finance is strengthening Belize’s budgeting process by implementing a Medium‑Term Planning approach. This approach moves beyond the traditional single‑year budgeting practice and introduces a three ‑year planning horizon to improve fiscal discipline, resource allocation, and alignment with national priorities.
Our medium-term planning work is guided by three key instruments:
-
Fiscal Strategy Paper (FSP)
The FSP outlines the Government of Belize’s fiscal objectives, macroeconomic outlook, revenue strategy, expenditure priorities, and fiscal risks.
It serves as the foundation for annual and medium-term budget decisions and ensures that the budget supports the country’s development agenda. -
Medium-Term Fiscal Framework (MTFF)
The MTFF provides multi year projections for revenues, expenditures, and fiscal balances. It helps the Ministry set realistic spending limits, manage fiscal risks, and ensure that today’s policy choices remain sustainable in the future. -
Medium-Term Debt Strategy (MTDS)
The MTDS guides Belize’s borrowing decisions and public debt management over a multi year period. This is currently under development and aligns with the Ministry’s goal of improving its debt planning and management practices.
It aims to:- Minimize borrowing costs
- Reduce fiscal vulnerabilities
- Improve debt sustainability
- Manage refinancing and exchange rate risks
Our Goal
Through Medium‑Term Planning, the Ministry aims to:
- Strengthen public financial management
- Improve predictability and stability of funding
- Support long‑term economic planning
- Enhance transparency and accountability
- Ensure that Belize’s fiscal and debt policies are sustainable
- Align budgets more closely with national development priorities
