The Procurement Unit within the Ministry of Finance ensures that the Government of Belize’s procurement processes are transparent, efficient, and in accordance with legal frameworks. The Unit’s responsibilities extend across all stages of the procurement cycle, from planning and tendering to contract management and evaluation.
Below, a breakdown of the key functions of the Procurement Unit:
- Policy Enforcement and Development: The Procurement unit is dedicated to promoting and ensuring adherence to policies, regulations, and legislation governing public procurement by government agencies. This involves developing Standard Operating Procedures (SOPs) and offering training and support to relevant stakeholders.
- Contract Review and Approval: For contracts exceeding BZ$50,000, the Procurement Unit is responsible to oversee the procurement process, ensuring that it is competitive, transparent, and fair. Also, the Unit ensures that all procurement activities comply with the relevant Legislation. The recommendations are submitted to the Financial Secretary for decisions regarding contract awards, and these are later reviewed by the Office of the Contractor General to verify procedural compliance before final approval.
- Ensuring Compliance and Transparency: The Procurement Unit ensures that all procurement processes adhere to established legal and regulatory frameworks. It works to prevent corruption, fraud, and mismanagement by promoting transparency in the procurement process.
- Vendor Registration and Management: The unit oversees the registration and management of vendors within the Financial Government System, SmartStream. All economic operators engaging in business with the Government of Belize must be registered in this system.
- Reporting and Accountability: The Procurement Unit is responsible for maintaining accurate records of all procurement activities and providing regular reports to the Ministry of Finance. Also, the unit is the focal point for the CARICOM Public Procurement Notice Board.
